The Habibie Center (THC), through its Just Energy Transition & Climate Action (JETCA) Program, is seeking an individual consultant to design and deliver the baseline assessment of the Industrial Decarbonization Governance Tracker (IDGT) — an independent framework assessing Indonesia’s governance readiness for industrial decarbonization, starting with the iron and steel sector.
Tanggung Jawab
Scope: Refine the IDGT’s five-pillar governance framework and indicators; conduct desk research and stakeholder consultations across relevant ministries, industry, and civil society; score governance indicators; and produce the final Governance Report and Scorecard.
Persyaratan
We’re looking for: An advanced degree holder with 7+ years’ experience in governance assessment, climate/industrial policy research, or public-sector advisory work, ideally with prior engagement in Indonesia’s energy, environment, or industrial policy landscape.
